Catalonia activates compulsory registration for large holders
Are you obliged to register?

If you manage significant real estate assets in Catalonia, take note: the Generalitat has activated a new mandatory register for large property holders to report their status. This measure is part of the Decree-Law 2/2025 of 25 Februaryand aims to improve the monitoring of the residential market, particularly in stress zones.

Who is affected by this obligation?

It is considered large owner to whom:

  • He is the holder of 5 or more dwellings at declared stressed areas in Catalonia.

  • Either it has more than 10 dwellings or a built-up area for residential use exceeding 1,500 m².(excluding garages and storage rooms), anywhere in Spain.

What does registration involve?

  • Enables the Administration to identifying vacant or inadequately used dwellingsto facilitate their entry into the market.

  • Failure to register is considered a serious infringementpunishable by a fine of between 9.001 € y 90.000 €.

How is the procedure carried out?

The procedure must be carried out telematicallyby means of digital identification with:

  • idCAT

  • Electronic ID

  • Digital certificate
