Energy certificate, now mandatory in mortgage appraisals

The past 12 August 2025 entered into force on Order ECM/599/2025which introduces a decisive change in the real estate market: from now on, in order to buy a property, a buyer must mortgage appraisal it will be essential to have a energy performance certificate (EEC) in force.

What does this change mean?

Until now, the energy certificate was a mandatory document in the sale and purchase of homes since 2013. However, with the new regulation, it also becomes an indispensable requirement for the valuation of a property for mortgage purposes.

What is the energy certificate?

The energy efficiency certificate is an official document that states:

  • The energy consumption of a dwelling under normal conditions.
  • The level of efficiency, on a scale of the A to G (A = most efficient, G = least efficient).
  • Recommendations to improve efficiency and reduce consumption.

Until this year, only architects and engineers could issue certificates. With the new regulation, other professionals trained and accredited by the autonomous communities will also be able to do so in the case of existing buildings.
